QOF Business Rules 2024/25

Yesterday NHS England released the draft QOF business rules for 2024-25 and we have been poring over them to understand the changes.

We know you’ll be busy this week tying up the last few threads for 2023-24, but we thought you might like to know what’s in store.

We have noted significant changes to codes or logic in blood pressure targets and cholesterol:

  • Ambulatory blood pressure results are now recognised alongside home BP readings and therefore will be subject to the lower 135/85 and 145/85 targets. We know EMIS Practices have been compromised this year as ambulatory readings were not recognised. A new combined ambulatory systolic and diastolic code will also be introduced.
  • CHOL001 and CHOL002 become CHOL003 and CHOL004 respectively.
  • The fantastic news here is that patients who do not respond to 2 coded invitations are removed from the denominators!
  • CHOL004 swaps the main cholesterol result from non-HDL to LDL, and the LDL target has been increased from 1.8 to 2.0mmol/L. This means non-HDL will only count if your lab does not report LDL values.
  • CHOL004 also allows PCAs (exception reporting) for maximal tolerated therapy, declined, or unsuitable.
